What net worth and experience must an investor show?

Net worth of $2,000,000, lawfully acquired and counted alongside a spouse's, plus two years of relevant management experience. The net worth is tested separately from the capital you commit rather than as one pot, so clearing one does not settle the other. Two conditions refuse a file on their own no matter how large the capital: at least 18 years old, and secondary education or higher.

What is the $1M investment, and is it returned?

The principal applicant invests $1,000,000 in a Quebec government-approved five-year investment vehicle. The principal is returned to the investor at the end of the five-year term, without interest. The applicant also makes a separate $200,000 non-refundable financial contribution to Quebec's economic development fund. Both must be made through a Quebec-licensed financial intermediary.

What is the 12-month Quebec stay obligation?

Investor program candidates must commit to spend at least 12 months in Quebec within two years of the work permit issuance during the CSQ-to-PR phase. The stay can be cumulative across the two-year window. Failure to meet the obligation can lead to the CSQ being withdrawn before federal IRCC issues permanent residence.

What level of French does the investor program require?

Principal applicants need spoken French at level 7 or higher on the Échelle québécoise des niveaux de compétence en français (roughly CEFR B2), shown through a recognized French test (TEF Canada, TEFAQ, TCF Canada, or TCF Québec). The investor program does not waive the French requirement despite the high financial threshold. Plan for French preparation alongside investment-vehicle setup.

What does the MIFI fee structure look like for the investor program?

MIFI sets its own fee schedule and indexes it every January 1, but the published 2026 schedule carries no line item for the investor program. The embedded checker says so rather than quoting a number, so read the amount from MIFI's own schedule or confirm it with MIFI before you budget. Whatever MIFI charges is separate from the federal IRCC processing fee, biometrics, and the right-of-permanent-residence fee billed later by IRCC.
