Frequently asked questions

How is the CAQ different from a Canadian study or work permit?

The CAQ is a Quebec selection certificate issued by MIFI; it confirms Quebec is willing to host you. The federal IRCC study or work permit is what actually authorizes you to enter and remain in Canada. For most Quebec stays you need both, in that order: CAQ first, then the federal permit.

Is the CAQ for studies different from the CAQ for work?

Yes. The CAQ for studies is filed before a Quebec study permit and is tied to a specific designated learning institution and program. The CAQ for work is filed by your Quebec employer (often through Arrima for higher-skilled positions) and is tied to a specific job offer and LMIA-aligned occupation. Fees, processing pathways, and document checklists differ.

How long does the CAQ take to process?

MIFI publishes service standards that vary by stream and submission channel. The CAQ planner shows the current target processing window for the chosen institution type and program length so you can sequence it ahead of the federal permit application without overlap risk.

What does the CAQ cost?

MIFI sets its own fee schedule, indexed each year. The planner uses the current MIFI fee for the institution type you select. Federal permit fees (study permit, work permit) are billed separately by IRCC and are tracked in the federal Immigration Fees calculator.

When is a CAQ for studies not required?

Programs of six months or less that you can complete within that period need no CAQ for studies, and some situations are exempt outright, including recognized refugees and protected persons. The planner flags exempt cases automatically.

When is a CAQ for work not required?

Exemptions cover the Post-Graduation Work Permit (PGWP), International Experience Canada (IEC) work permits, the spousal open work permit, intra-company transferees, and the other International Mobility Program categories that bypass the LMIA stream. The planner flags exempt cases automatically.
