How does Newfoundland and Labrador select candidates?

Through an Expression of Interest model launched February 19, 2025 that covers both the provincial nominee program and the Atlantic Immigration Program. The Office of Immigration and Multiculturalism reviews the pool and issues invitations in batches through the year against published priorities. It is explicitly not first-come, first-served.

Is there a minimum score to be invited?

No. The Expression of Interest model has no ranking score at all. Selection runs on nine published priorities including health occupations, rural and regional jobs, employers with strong retention records, provincial graduates, and Francophone immigration. The 67-point Point Assessment Grid is a separate eligibility test that applies to the Express Entry Skilled Worker category, not a ranking.

Do I need a job offer?

Yes, for every worker category. Skilled Worker accepts a full-time offer at any TEER level of at least 30 hours a week and roughly a year in duration; Express Entry Skilled Worker requires TEER 0 to 3 plus a Canadian credential or an ECA; International Graduate requires an offer related to your field of study and a PGWP with four or more months left. Worker applicants must be between 21 and 59. The entrepreneur categories require no job offer.

What does an NLPNP application cost?

Nothing to the province. Newfoundland and Labrador eliminated its provincial nominee application fees in Budget 2022, effective April 13, 2022: the $250 skilled worker fee and the $1,000 entrepreneur fee both went. Federal IRCC fees still apply at the permanent residence stage.

How long do I have after an invitation to apply?

60 days to submit a complete application, for both the provincial nominee program and the Atlantic Immigration Program. An Expression of Interest stays valid for 12 months and can be edited at any time while it sits in the pool.
