Why is Quebec separate from PNP?
Quebec selects economic immigrants under the Canada-Quebec Accord and publishes its plan through MIFI. PNP allocation rows are province and territory nomination quotas outside Quebec, so Quebec's numbers should never be added into a PNP allocation total.
What do the rows in this table describe?
The permanent-admissions rows describe expected admissions by category. The selection-certificate row describes the certificates Quebec plans to issue before the federal permanent-residence stage, so it sits one step earlier in the process than the admissions rows.
Are Quebec Selection Certificates the same as admissions?
No. A Quebec Selection Certificate is Quebec's selection step. After it, IRCC still handles federal admissibility, medical, and security processing before permanent residence is finalized. Certificates and admissions are different metrics and should not be added together.
Why does the plan show ranges instead of single targets?
MIFI publishes each category as a planning range rather than one number, so the table reproduces the range as published. There is no single target hiding behind it to report instead.
Are these official MIFI numbers?
Yes. Every row comes from MIFI's published 2026 Quebec immigration plan, with a citation linking back to the source. We do not adjust, smooth, or forecast the values.
Does this plan tell me whether my application will be selected?
No. The plan is a planning ceiling for the year, not a statement about any individual application. It is informational and not immigration advice.
