How to read the Quebec plan
Quebec publishes its own planning ranges through MIFI. The permanent-admissions rows describe expected admissions by category; the selection-certificate row describes the certificates Quebec plans to issue before the federal permanent-residence stage.
- Quebec is not a Provincial Nominee Program, so it should not be counted in PNP allocation totals.
- The plan uses ranges rather than single targets for each category.
- After Quebec selection, IRCC still handles federal admissibility, medical, and security processing.

Frequently asked questions
Why is Quebec separate from PNP?
Quebec selects economic immigrants under the Canada-Quebec Accord and publishes its plan through MIFI. PNP allocation rows are province and territory nomination quotas outside Quebec.
Are Quebec Selection Certificates the same as admissions?
No. A Quebec Selection Certificate is Quebec's selection step. Permanent residence is finalized later by IRCC, so certificates and admissions should be read as different metrics.
