How to read the federal TR rows
The federal temporary resident table uses IRCC's published target and range rows for overall temporary resident arrivals, workers, the International Mobility Program, the Temporary Foreign Worker Program, and students.
- IRCC excludes visitors, eTAs, permit extensions, in-Canada study or work permit applications, and asylum claimant volumes from these target rows.
- The worker total is split between the International Mobility Program and the Temporary Foreign Worker Program.
- Out-year values are marked notional where IRCC labels them indicative.
Why this is separate from PR
Temporary resident arrivals and permanent resident admissions answer different planning questions. Keeping them on separate pages avoids implying that a work permit, study permit, or CAQ count is directly comparable to a PR admissions target.
