IRCC does not grade IELTS or TEF directly. Every approved test converts to a CLB level (English) or NCLC level (French) that feeds into your Express Entry CRS score and program eligibility.

Overview

The Canadian Language Benchmarks (CLB) is the federal reference framework for adult English-language proficiency in Canada, published by the Centre for Canadian Language Benchmarks since 2000 and adopted as the standard for IRCC language assessment. The Niveaux de compétence linguistique canadiens (NCLC) is the parallel French-language framework — numerically identical but normatively distinct. Every IRCC-approved language test is mapped against one of these scales, so a CLB 9 Listening earned on IELTS and a CLB 9 Listening earned on CELPIP are treated as equivalent for Express Entry CRS scoring.
